Pursuing Jesus Christ, building His kingdom, and proclaiming His offer of freedom, healing, and life!

Our Staff

Our Lead Pastor

OCCA is currently without a senior pastor.  When a Christian & Missionary Alliance church is without a senior pastor, the head elder, with the assistance of the other elders, takes care of the responsibilities of the senior pastor.  During the absence of a senior pastor the elders and other pastoral search committee members work with the district superintendent to develop a church profile and to review resumes of potential candidates for the position of senior pastor.

In the coming months, if you have questions, feel free to direct them to one of the elders John Smith, Keith Lalley, or Fran Nesta.

 Our Minister to the Deaf

Bonnie, serves as interpreter/teacher for the deaf at OCCA.  She earned her M.Ed. in teaching the hearing impaired from the University of Pittsburgh and taught deaf/hard of hearing children at Riverview Intermediate Unit for 15 years.   Bonnie has taught ASL classes at OCCA and at Clarion University.  She also shares in teaching the training ground class for the deaf, and interprets the Sunday worship service.  Bonnie is a lifelong resident of the Oil City area and resides with her husband, Rick and their two children, Emily and Matt, a horse and their dog Sophie.

Our Youth Director

Stacy Hall has been serving as the Youth Director at OCCA since 2008, but has served within our youth ministry in other capacities for the past 15 years.  She also previously worked with youth in the Rockland United Methodist Church in Kennerdell, PA, as well as volunteering with Venango Youth for Christ.  Stacy has a Bachelor of Science degree in Special Education with a specialization in Community Programs for Americans with Disabilities from Slippery Rock University.  She worked with children, youth, and adults for 16 years in various community agencies before leaving the field in 2012 to pursue full-time ministry.

Stacy currently works as the JV Ministry Assistant with Venango Youth for Christ and is enrolled as a student in the Pennsylvania Bible Institute.  This program is a Western PA District satellite program of the Ministerial Studies Program through the National office of the Christian & Missionary Alliance.  She also serves on the District Youth Commission as the Connections Coordinator for the Western PA District of the C&MA.

Stacy has been known to say that some of her favorite people on the planet to hang out with are teenagers.  She loves to go to their sporting events and school plays -- often cheering the loudest!  She thinks that going on road trips with teenagers is a blast and has some pretty hilarious stories about some of those treks.  At any given time, you will hear her listening to music that ranges from Kari Jobe to Hillsong United to U2 to Lecrae.  She is passionate about seeing teenagers come to a saving knowledge of Jesus Christ and rising up to fulfill the roles that God has called them to.  Her heart's motto can be found in the lines of the song Hosanna by Brooke Fraser... “...break my heart for what breaks yours, everything I am for Your Kingdom's cause...”.

Our Worship Leader

Mark Witmer has lived in Oil City his whole life and graduated from Oil City High School in 1983.  He first became interested in worship in the late 1970’s through his cousin, who played the guitar and sang worship choruses at the church where Mark’s dad pastored.  That inspired Mark to begin playing the guitar.

Mark met his wife Phyllis in 1983 when she started singing in a band he was a part of.  They married in 1987. Mark played with The Christian Folk for several years and the Galloway Praise Team.  He was also a worship leader at another local church for four years.  Mark is very happy to be a part of OCCA and says that the church is a great blessing to both Phyllis and him.

 Our Church Secretary

Wendy Marlatt has been a member of the Oil City Community Alliance  Church since 1999. Over the years she has served as a Sunday School Teacher, Awana Teacher, Children's Ministry Coordinator, Bible Study Leader, and Board of Ministries Secretary. She is currently the Worship Ministry Coordinator, a Life Group Leader (with her husband), and is part of the Youth Leadership Team. She also participates in discipleship relationships and community outreach.

Wendy is originally from the Pittsburgh area, which is where she met her husband, Dan, in their local C&MA church. They were married on August 6, 1994 and have 2 daughters, Rachel and Rebecca, and a son-in-law Silas. She had taken some ministry classes at a bible college in the Pittsburgh area, and now spends a lot of time reading and studying to further her understanding of the bible, and loves to help connect people to Jesus through His word and worship.
